Jacksonville, FL — Today, Mayor-elect Lenny Curry is pleased to announce that Sam Mousa has accepted his offer to serve the people of Jacksonville as the city’s Chief Administrative Officer (CAO). Mousa, a well-known and respected leader, has nearly four decades of public administration leadership and private sector experience. This includes previous service in Jacksonville as CAO, Deputy CAO, and Director of Public Works, as well as a distinguished career in the private sector.



“From the start of our transition process, I have been witness to Sam’s ability to get his arms around the budget challenges and financial disarray our city faces.  It has become abundantly clear to me that as a loyal friend, a trusted advisor, and a city leader imminently qualified to serve, that there is no one better positioned to work with me to help lead our team setting our city on a path for fiscal certainty,” said Curry. “I know that Sam will accomplish big things for Jacksonville as we restore public safety to ushering in a new era of economic prosperity for every neighborhood.”
 
Mousa expressed his gratitude for the opportunity to serve; “Through the successful campaign and the mayoral transition, it has been my honor to work with Mayor-elect Curry.” He concluded by looking ahead, “We are building the team and setting in motion the policies that will address Jacksonville’s challenges and implement the mayor-elect’s vision. I wholeheartedly agree with the mayor-elect that our best days lie before us.”

With more than 40 years of administrative, engineering, and construction experience, Sam Mousa serves as Managing Principal at JBC Planning & Engineering, LLC (JBCPE). He is responsible for the daily business operations of the organization, oversees all planning and engineering activities, and markets corporate functions.  Mousa served as the city’s CAO for former Mayor John Delaney, where he ushered in the Better Jacksonville Plan projects.
 
Prior to his current tenure as Executive Vice President with J.B. Coxwell Contracting, Inc. and Managing Principal of JBCPE, Sam enjoyed a long and prestigious career as a public servant, culminating in his Mayoral appointment as Chief Administrative Officer (CAO) for the City of Jacksonville. As CAO, he was responsible for the daily management and operations of all City departments, as well as the $2.25 billion Better Jacksonville Plan. He previously served the City as Deputy Chief Administrative Officer, Director of Public Works, and as a City Engineer.
 
Sam began his engineering career and spent 11 years in the private consulting industry designing and managing transportation facilities, including bridges and retaining walls, and furthermore providing structural engineering support for water and wastewater facilities.
 
Sam's extensive background in engineering, construction, and successful management of major projects for public entities and the private sector comprises the precise knowledge, skills, and experience required in the development industry.
 
Sam is a licensed professional engineer in the states of Florida and Georgia. He is a graduate of the University of Florida.
