Seems odd to do an article on changes downtown in 2021 without mentioned groundbreaking for The District.

Not really. Also didn't mention the opening of the Fuller Warren Bridge shared use path or additional development in Brooklyn either.

I don't see how there will money available for other City needs, since (if I remember correctly) the money going to Lot J was going to be borrowed. I don't see the City borrowing that amount of money, even for long-standing infrastructure needs. Can the City give itself a "breadbox loan"?

In a twist of fate, COJ will now be asking Khan for a bread box loan to address infrastructure issues!
