Was not allowed to participate in the 11/9/16 NON MOTORIZED subcommittee meeting of the Jacksonville Waterways Commission today. Anna Broche Lopez the Chair warned me very early in the meeting that if you speak Mr. Nooney you will have 3 minutes. Keep in mind that there was no active legislation and PUBLIC COMMENT wasn't on the agenda. Given this vague option I chose to speak at the end of the meeting. Council President Boyer was right there and didn't say anything.
