I don't think is was intended to be funny, rather illustrative.

The only thing wrong with it is that I don't really see the nuclear industry as committing seppuku. More like they were killed by an outside force, or past negligence depending on your view.

The tales of its demise are greatly exaggerated.  We will not be building reactors designed in the 1960s that were never approved here in the 21st century.

I do find it amusing that the bracket thing garners so much attention. Five minutes filling out a bracket oh my.  In fairness the media did ride Former President Bush for taking more vacation time than any President ever had before him.
