At this point, exactly what happened to the cards is pure speculation. That's not the issue - or until we know more, it's not the issue. The issue is why these can't be accounted for. As another poster mentioned, they could easily be misplaced (sorry - more speculation).

The Times-Union reports that they were supposed to be in a safe in the CFO's office, where other cards were found

The cards were bought from VyStar Credit Union in October 2013. They came in denominations of $100, $50 and $25, and they were kept in a safe in the office of the city’s chief financial officer, who, under Brown, was Ronnie Belton. Reached Monday morning by cell phone, Belton said he was on a conference call and would need to call a Times-Union reporter back. Hours later, his phone went directly to voice mail.

So now the question is why didn't Ronnie Belton return the call.  If there is a straight forward answer there is not reason not to reply.  Perhaps the answer is not straightforward.

To be fair that was from a few days ago. Perhaps there have been updates.
