Jacksonville, FL — Today, Mayor-elect Lenny Curry is pleased to announce that Sam Mousa has accepted his offer to serve the people of Jacksonville as the city’s Chief Administrative Officer (CAO).  Mousa, a well-known and respected leader, has nearly four decades of public administration leadership and private sector experience. This includes previous service in Jacksonville as CAO, Deputy CAO, and Director of Public Works, as well as a distinguished career in the private sector.

This is a GREAT thing. Not only does this guy "get it" in terms of finances and how government works, no one will outwork him. I believe this is Curry's first official hire, so I'd say he's 1 for 1.

This is really good news for Jax.
Do you believe that when the blue jay or another bird sings and the body is trembling, that is a signal that people are coming or something important is about to happen?

actually kind of ecstatic about this appointment.

please god that Theresa Price is next.

Wow, I've worked with Sam in the private sector as an engineer and had no idea he was doing all that in the public sector as well.  Work horse!

Agree that he is one heck of a nice guy, and is well respected by many, including me. However I have to ask (and I honestly don't know if I am correct here), wasn't he responsible for implementing the Better Jacksonville Plan? Downtown building demolitions were part of that plan.

Not saying that he is solely responsible for the wanton destruction of several buildings that could have been renovated, but wasn't he a part of that problem? If not I will readily apologize and retract the statement/question.

Having started working for the City Of Jacksonville in 1972 and serving under six Mayors, I worked with and developed working relationships with most directors and department heads, engineers and design personal in Streets and Highways, Engineering and Contract Administration.
I held the unusual position of what was called Construction Inspector in Contract Admin from the late 1980's till my retirement in 2004. I was the city of Jacksonville's eyes and ears, working daily with all contractors and contract bid winners on many downtown projects including, La Villa, Water Street, Ritz/Urban League, Old Bay St. Jail Demolition and Crosswalk, Old Courthouse Mezzanine Remodeling, Downtown Pocket Parks and for my last two years with the city, I headed up the Emergency Cave-in Repair on Roadways from the initial  complaint till the completed project and final contract payment for the entire Duval County area. It sounds important but believe me at the end of my career I was just a cog that needed replacing.
I worked for and with Mr. Sam Mousa on many projects and contracts that required his expertise. Let me say this his work ethic is unmatched insofar as his ability to give an answer to the many questions that pop up in underground utilities in the older sections of Jacksonville. He will make a decision, unlike many who occupied his position and most whose positions surrounded him.
Many feared or disliked Sam and he was known as gruff or overbearing. Personally, I liked the man. He didn't surprise you by being one way and the opposite the next time you saw him. Sam was Sam, you worked hard, knew your facts, asked intelligent questions and you occasionally got chewed out, if and when you deserved it. He reminded me of what anyone would want in a commanding officer. Someone who was sharp, intelligent, who had done their homework, and ready and willing to do what it takes to get the job done.
I agree, Sam is a good first decision for the Mayor. Although, I'm not sure these job protecting political Administrators of today know what's in store for them, but it's going to be fun to watch.

Sam wasn't responsible for the layout of the better Jacksonville plan or the demolitions.  That was all done by planners, politicians, and interest groups. Once the job was defined it was sams job to get it done and with his characteristic economy of words he did so, under budget and ahead of schedule for every project except the courthouse which got underway after he left (and is one of the most legendary boondoggles of downtown as a result)
