In a detailed memo he emailed to his executive team last September, Kids Hope Alliance CEO Joe Peppers said Mayor Lenny Curry’s two highest ranking officials told him to give certain grant applicants “preferential treatment.”

In the waning hours of a Saturday night last September, the CEO of the Jacksonville Kids Hope Alliance typed on his smartphone a memo leveling an explosive allegation: Mayor Lenny Curry’s office was exerting “undue influence” on him to give preferential treatment to a hand-picked group of organizations that would soon seek grant money from the city agency.

In the memo, Joe Peppers described a tense meeting with Brian Hughes, Curry’s political operative turned chief of staff, and Sam Mousa, then the city’s top administrator, that happened the previous week to discuss the city’s Stop the Violence initiative, a bundle of small grants Curry and the City Council funded in response to a deadly shooting at a Raines High School football game, a tragic lowpoint to an already violent summer.

The $10,000 “micro” grants were to be awarded to dozens of nonprofits and faith-based organizations, which would have free reign to spend the cash on whatever programs they believed would steer kids away from violent crime.

Peppers planned to hire a contract manager to oversee the $364,000 program. Hughes and Mousa didn’t like that idea, according to the Sept. 8 memo, which the Florida Times-Union obtained a copy of this week.

If true....wow...

Not to get overly political, but despite your feeling about 45, the most damning 'change' he's brought about is the DGAS attitude about 'closed door' activity. 

For the most part, his persona and history makes him truly believe that it's OK to do shady stuff out in the open, because...  who's going to stop him.  I can only imagine what gets said in private....

This type of politics is filtering down through the ranks and this is just another example of, 'we've always done what we've wanted to, but we used to kind of keep it a secret.  Now we're still doing it and we're telling you we're doing it and you're still not going to stop us from doing it."

Curry has telegraphed every move he's made and he's done it seemingly without opposition.  So what?  Who's going to stop it?

^Change in behavior comes with exposure. With the school board referendum, JEA, massive money being spent DT on questionable projects, etc. all playing out in the open, it will be interesting to see what comes of it.

My opinion is that Curry uses everything he did to pad his resume for bigger things and the next 3-4 mayors who come in will catch the blame for our out of control budget, rising energy costs, closed down schools and the Jags moving to London due to their financial issues stemming from a gimmicky 'mall' out in the middle of nowhere.

Absolute power corrupts absolutely. Curry has no check or balance.  Nobody stopped him on the small stuff, so he gets greedier and greedier.  The Good old Boy network is alive and well. Consolidation arose from the last wave of corruption, what will it be this time?

The thought occurred to me, why not have a Charter amendment (by petition obviously) specifying that city council is REQUIRED to place duly approved referundums from the the DCSB on the ballot, and that the DCSB may employ outside counsel.  Obviously a court may find in the DCSB favor anyway, but just the grass roots effort would send unmistakeable messages to the powers that be.
