Worth going to google and pulling up River Alliance 2010 Summit,Scroll down to Challenges-Tributaries/Sedimentation;Mike Hollingsworth presentation. ( even a photo courtesy NM....)
Fishweir Creek funding via joint Federal/City effort. if FIND is a part of the City pie I am unaware,FIND has never been a point of attention in the past.
The City Storm Water Fee is a rich source for Storm Water projects.

'Finally, the Ortega Bridge emerges on the horizon.Closer and closer. We round the corner on in to Fishweir Creek.
"Ah Ha!" morphs to 'aw,shucks' familiarity.Past THE RECENT SPATE OF NEW DOCKS..........'

Metro Jacksonville original post September 10,2011

" The lost marsh at the mouth of the Big Fishweir Creek cannot be restored in it's original configuration because four privately owned boat docks and attached long boardwalks are now present ( recently constructed-NM)
The marsh "island" is proposed in an adjacent location within 200 feet of this former marshland" (construct a stand alone island at the creek mouth-NM)
Detailed Project Report and Environmental Assessment of Big Fishweir Creek,City of Jacksonville,Duval County
Florida.        5.2.10. September 2011.          (-NM notations)

too bad the River Huggers,Keepers et al,including myself were not alert to the permit applications for these boardwalk
docks  which have sprouted fairly recently during BFWC restoration assessment and planning events.
Perhaps the concept of Creek mouth marsh land restoration was not a consideration during the dock permit applications.
Even so, the docks had made a significant imprint, including visual scenery which sadly is hardly assessed in permit review.
MY
My gut usually serves well but the blanket of new marsh walkway private docks blindsided and there is no room for error.
Perhaps the dock permits were reviewed,Agency Intent challenged,or perhaps aged permits.

December 7,2011

Apparently many citizens have requested a public meeting with COE.

Word on the street/creeks is COE has tentatively agreed to a February 2012 public meeting.

Note too December 16 Public Comment Period deadline per Draft Public Notice....one would assume public comment period revised/extended de facto in event of interjected public meeting.
As always,inquire directly to COE.

Florida Times Union Steve Patterson is working diligently on reporting efforts.

Article in FTU about the army corps plan:

http://jacksonville.com/news/metro/2011-12-09/story/army-engineers-plan-gives-hope-jacksonvilles-silt-choked-fishweir-creek (http://jacksonville.com/news/metro/2011-12-09/story/army-engineers-plan-gives-hope-jacksonvilles-silt-choked-fishweir-creek)

north miami - saw your comments after the article.  Very well stated.  You just had to know that someone would come out playing the "taxpayer" card as an objection.  Other than that one, all others seemed to do a good job of explaining why actions like this benefit a very large number of taxpayers - in fact everyone who wants to enjoy a clean river.

The Big Picture compels facing The Little Creeks

The St Johns River is of course a sum of it's parts- a System.

Little Creeks are a Big Deal. Components of The River System,we find that the "Little" creeks are numerous, composed of their own individual, fairly sizable Basin entwined throughout diverse urban landscapes. We grasp a 'Mental Image';blood cells, capillaries, veins, liquid heart.

Euphoric political statements are flung towards the public........"Everglades Style" St Johns River Advocacy "approach".
There exists within the public mind the properly developed Mental Image of Everglades System:The Glades system components acknowledged to exist as far north as Orlando.
Little such awareness has lodged with The River System, which in fact also originates as far south of Orlando- not only points east but also points west, the Ocklawaha River, the largest River System tributary.
Restoration needs of the largest tributary have largely lagged since the deauthourization of the Florida Barge Canal,in the past stymied by the very politicians currently in office who reference " Everglades Style" River images.

The Hogan,McCoy,Fishweir Trifecta has rightfully emerged as a telling face of River Advocacy.

                                                               BFWC Draft DPR,EA

"The open commentary under NEPA compliance, which deals specifically with issues of the Environmental Assessment, will close after 30 days after it's access was posted on the website.Because there were issues posting the document on the website, which actually happened after November 16 2011,the commentary period will remain open until December 20 2011."
     -Per Kathleen McConnell; COE

note that this aspect is an important element in citizen/organization "Standing"

The shoreline section between Commander Apartments,Espito a potential Public Hand Launch point. At one point during arduous BFWC restoration review such facility was considered a must in justifying efforts.

the trash bins have been thoughtfully moved back from the edge of the gerrymandered parking lot
