Cities 1-17 on the list, have rail transit... how odd is that? What does it say to our own lifestyle?

I'd say that every city on the list either has rail or distinct plans to construct is in the very near future.

cities 1-17 do not all have rail transit yet....Seattle waterfront trolley is out of commission....Austin and Phoenix aren't on-line yet....but good point anyway!

Interesting observation.  Btw, Seattle also has the Sounder commuter rail, which ties into Tacoma's starter light rail line.

How many cities where considered that aren't on the list Is Jax 34 out of 40 or 34 out of more than 40?

They ranked 40 largest metropolitan areas.  So we come in on the bottom end of list.
