That is 4 major road projects in Duval County at the same time.

- JTB/I-95 Interchange
- I-95 Overland Bridge
- I-795 Phase 2
- First Coast Beltway Phase 1

Coming Up

- Fuller Warren Enhancement (w/ped access)
- I-295 East Beltway Tolled Express Lanes
- I-795 Phase 3

^There's a few others. I-10 EB is being widened east of I-295 West Beltway and I-295 West Beltway's tolled express lane expansion is underway. FDOT D2 has plans to widen I-95 to eight lanes between I-295 and Old St. Augustine Road. You can view the documents here:

I think this will actually be very helpful. I know several people who work downtown that live in St Johns county and any little accident on 95 causes major delays. This will give them an alternative way to get in or out if there are any accidents.

So when the new phase of 9B/795 opens with access from 95, will 9A northbound still go from 4 lanes to 2 lanes in a stretch of less than a mile? I drive by that stretch every day going the other way and it is a mess now in the morning. Cannot imagine what it will be like with the extra vehicles.

^ no...the tolled express lanes will be under construction very soon.  Completion of those is scheduled for about the same time Phase III of SR 9B is set to be completed

When Phase 2 is completed (currently being worked on) of 9B/795 then 9A NB will have additional traffic. Factor in the construction of the new express toll lanes as 9B/795 Phase begins and that merge will be even more of a parking lot than it currently is.

After seeing it being built I am convinced that it was a self manufactured need.

In other words they wanted to have a tolled express so they built it to justify it. I have no proof other than what I have seen.

When 9B was "redesigned" after the concrete prices came back down, they changed that NB merge arrangement which then made it conducive to an express toll, not for the free flow of traffic.

9B NB was supposed to fly over 295, merge to 3 lanes and stay 3 lanes until the Baymeadows onramp.

But they changed it to an urban arrangement and brought 9B in as an on ramp so both could enter a tolled express lane easier.

This is why you have essentially 5 lanes of capacity forced into 2 before you even get to Baymeadows.

Either way you look at it, there is a little bit of disservice under the guise of saving money.
