wow! nearly every property had a decrease in cost from last year to this year. Why is that you think?

Good to see that cost at most of the facilities went down.  I'm sure part of the reason for the courthouse increase is that the facility is now 100% up and running.  As for the stadium, that would probably be power  needed for the off-season construction....and of course the new TVs in each end zone

A lot of variables go into why energy use varies from one year to the next, including weather, changes in occupancy / use patterns, major maintenance events, changes in utility rates and energy efficiency projects, etc.

It is difficult to say anything definitive w/o much more analysis.

Several of these buildings (Library, Ed Ball, Police Memorial)  received extensive energy efficiency upgrades recently as part of ARRA.

Kudos to energy efficiency upgrades if that's the case. That's a big chunk of change to be saving.

(I am guessing that) it is unlikely that 100% of the difference between 2013 and 2014 expenditures are attributable to energy efficiency upgrades. However, such upgrades are cost-effective (i.e. relatively high ROI) investments that lower the City's long-term operating expenses. I would hope that in the future, the City invests more in such opportunities, even if it isn't the most high-profile way to spend tax dollars.

Are those the electicity bills for August consumption or those that were pain *in* August ?

Weather data for August 2013 and 2014 (in case it was the bill for August):

http://jaxweather.net/Climate/82014climatedata.php

Average temps seem pretty similat, unfortunately no info on humidity and sunshine hours. There are more days marked as "hot" for 2014 and the max temp was also higher in 2014.

Did you notice that most of these buildings were government buildings? Why? Because government doesn't have to worry about making a profit, so efficiency in buildings is not high on the list of things to do. Taxpayers can always pony up more money and besides, politicians LOVE big buildings with tall, tall ceilings. We should not be surprised, but we should ask City Hall exactly what they plan to do to lower the electric bill of all their Taj Mahals.

The list is surprising.  I'd expect some of our largest manufacturers that operate around the clock, like Gerdau Steel, to be at the top of the list.

Where is Mayor Brown and his TV crew taking ownership of this great information? What no press conference?

They'd save some money if they turned off those giant scoreboards every now and then.  I swear they are on more than not.  I see them on sometimes at 6am on my way to work..... FROM THE ORTEGA RIVER BRIDGE.

Seeing as how their monthly bill is several times higher than these 10 facilities combined, you'd be right, but this is just COJ stuff as mentioned.

Yes. It took me a while but I just realized this list is for city-owned facilities only.
