Councilwoman Boyer and her suggestions and guidelines are very helpful. I don't pretend to be an expert on how Joe Q. Public can initiate change but I always think of the advice that was given to me from someone from Washington and that is that you have to work within the legislative process.

Hats off to Councilwoman Boyer.  She has been very impressive thus far, and what has been even more commendable to me is her push to get others involved in the legislative process.

Stephen,  When we met with Ms. Boyer on Monday, she demonstrated to us how to use the COJ website to do just that.  I'll go back through the steps to be sure, then post them on this thread.

Ms. Boyer writes really well, doesn't she.

On the City of Jacksonville Home Page, the first column on the bottom of the page is headed:

GOVERNMENT

In that list, near the bottom, look for:

BILL SEARCH

This will bring up a list of bills with their numbers.  At the top of the page is a search function and links for bills introduced in the past three weeks and bills ready for council.

If you click on the bill number, a page will come up with .tif files or .doc files showing the original language of the entire bill and any reports about the bill by staff.
When all else fails hug the dog.

I concur - great editorial from a great leader.  And the more we can follow her advice, the more succesful we will be.  I particularly found the following quote interesting:

Is the latter meant to read "lobbyists"?

Other than with the Mobility Moratorium I think this city council has shown some real potential.

I think she means that it's preferable for her to be presented an idea by, say 50 individual Mjers, opposed to Stephen presenting the same idea but as a representative of MJ.  At least that's the way I read it.

This is great advice. I think we've all been in the position, or met someone who was, where we wanted to see change but didn't know how to go about it. I'm happy to have Lori as my councilperson.
Do you believe that when the blue jay or another bird sings and the body is trembling, that is a signal that people are coming or something important is about to happen?

I think that's the way she meant it. Anybody can say they represent a group of constituents but when the constituents descend en-mass and stand up to be counted, that's when the attention perks up.

Would it help to have a petition on a given issue?

For example, I suggested to Noone to start one regarding Shipyards III. I'm also thinking of starting one for my area of concern.

Thank you Councilwoman Boyer for your explanation. I seriously doubt that anyone else would be egar to show us how it's done.

I am quite fond of Lori Boyer.  She was a avid and vocal supporter of mothballing.  It was apparent when she spoke that she did her homework and truly understood what mothballing was.  During the council meeting, she asked key questions to help others understand and support the legislation.  There are others I admire on council too, but as this article is about her, I want to extend my thanks and kudos.  Thank you Lori Boyer for pushing Jax forward in all different aspects.
