Its in this cal-de-sac It predates the Marabong mansion, but was incorporated into the mansion as a wine cellar.

It was connected at one point.
The current owners, Diantha and Joe Ripley have toyed with ways to reconnect to the space via the old tunnel, but havent gotten around to it.
It belongs to Marabanong and at one point was used as an escape route to the river whenever the gmen raided the supposedly 'dry' household (which was built with lookout turrets atop the mansion to look down the empire point road way for just such occasions.)
There is local folklore concerning billie holiday and a nearly botched escape to the river through that wine cellar.
