Where to file "Infrastructure"?

We have apparently defaulted to using the "Transportation, Mass Transit & Infrastructure" thread for true infrastructure type topics, however, it is not apparent that the transportation thread is also intended for those topics.
Could we modify the section title to include "Infrastructure" as it pertains to power generation/trasnmission, water/waste distribution & disposal, and telecommunications?
Or would it make more sence to have a separate section for these types of topics to keep them separated from the transit talk? Perhaps a subsection?
