Besides keep the press awash in scandal and turpitude, of course.

All the leaves are brown, and the sky is grey.

Lets build a dream mayor.

If I was Mayor, I would immediately do the following.......

Create a partnership to implement rail based transit and finally extend the skyway to the stadium, san marco, riverside and Shands.

Personally use a sawsall and cut up every single parking meter in the downtown.   Send a 'your fired' note to everyone in the department.

Open up the St Johns River to sports recreation and fishing.

Repair the port and open trade embassies, beg John Delaney to partner UNF with the Port to create a logistics partnership without paralell in the southeast.  Return Jacksonville to a shipping powerhouse.   Have weekly cabinet meetings on the issue.

Reconnect and reopen all the east side of downtown so that the financial center of the city and the source of raw wealth represented at the port were a cohesive unit.

Sell the empty buildings presently crumbling to dust under the city's terrible stewardship

Abolish the Downtown Traffic Loop and return Main Street to Two Way Traffic.

Implement green initiatives in every department possible.

Open the Mayor's Office to the public, step away from the imperial mayordom, pull a John Delaney and talk to the crazy rasta white boy with the bullhorn trying to legalize pot ever now and then.

Demand that the Sheriff come hang out with me after nightfall in unmarked ways in the bloody block and the crime terrorized neighborhoods.

Revisit the Masterplan and make sure that it is in keeping with a smarter growth intent.

Put an immediate end to the dynamiting of the historic buildings.  Send Jack Dynamite a 'thanks for all your service" note.

Take away all cars from JTA administrators until their damned system worked.

Hang out with Al Letson in the Mayors office, Put Tiffany Duhart in charge of the the City's Marketing and Promotions.

Actively preserve the cool history along fort caroline and Arlington.

Make sure that Harriet Beecher Stowe, Stephen Crane, and Zora Neal Hurston were appropriately honored out in Mandarin.

Encourage Green Industry to relocate to Jacksonville's North and Southside.

Fund the Arts and the Cultural Life of the City.

Look at the writing on the wall and encourage the four beaches communities to go full steam ahead with their chosen directions:   Full Scale condo development of the beach in Jax Beach, Uppity residential in Atlantic.  Working class residential in Neptune.

Ponte Vedra would pay through its ass to use duval county roads, as would all the rest of the tax avoiders who relocated on the other side of duval county borders in order to enjoy our services without having to pay a dime for them.

Pursue Smart, rail based growth policies and retrofit all of our building codes to deal with an enhanced possibility of flooding.

What else?

What would our perfect mayor do?.....

--Train museum

Open a Navy/Martime museum and try to get 2/3 navy ships to connect to the museum in the middle of the st johns river: great tourist attraction. Fire blank shots from the navy ships every day at 12:00... draw in the tourists!!!

Sacrifice all to make sure we had the best funded school system in the state. (should not be hard in this state.) That would bring all of the better income families back from St. Johns and Clay that tax revenue and influence on our county would solve most of our problems. I love transit, urban infill and more police presence but it is all a waste of time if the children that grow up in your city aren't educated to fill jobs and solve problems.  All that population can do is be a burden if it grows up ignored.

Move the courthouse starting tomorrow, give Jason the go ahead to put in his convention center on Bay Street.  Put an aquarium/ naval museum on River City Brewing Company (give them the top floor for another restaurant??).  Spruce up the fountain.  Sell that JEA land to somebody and get it crackin'. Turn the S Line and the railroads along philips and roosevelt into commuter rail from F-Dina to St Augustine and Green Cove.  Give the Zoo more money.  Extend the riverwalk to Memorial Park, and encourage commercial development by the newly expanded Cummer along the path (cafe of some sort).  Turn the prime osborn into a train station again.  Sell off Lavilla for development. Etc..........................

Stephen... you could become deity Mayor-god if you could find a way to fund all those things.  Find more ways to include the downtown portion of the river... Speed boat races, sailing reggatas...

This is the ridiculous part.  To build and operate this, there is already the money set aside, and the savings derived from an efficient well organized transit system would pay for the whole thing within a couple of years even if there WERENT a hundred million dollars lying around from the Better Jacksonville Plan.

One Sawsall (I bet I could borrow one for free) and would free up a department worth of savings (600,000 per year)

Finally the addition of 50 cents to sporting arena tickets to go to the cultural council.

Setting the developers free.  Obviously.   Make sure they comply with the environs and regulatory agencies, but STRONGLY discourage the political pissing matches that are poisoning the groundwater for everyone out there.

See Bridge Troll, It wouldnt be all that difficult.  And smart administration is often times LESS expensive that government by beaurocracy.

This is something that takes leadership.   How did our grandmothers create the best public educational system in the world turning out the generation that put us on the moon, bioengineered a 500 percent increase in crop productivity and created the computer/internet revolution?

They did it on approximately half the per student dollars adjusted for inflation that we spend now.

We sabotage our own educational system in so many ways, and the educational system has been under sustained deliberate assault for a generation.

A few free solutions.

Take the politics completely out of our schools.   Any activity or group associated with the school should have as a purpose the ideals of education not philosophical recruitment.

No more timewasting on the pernicious religious wars within the school system.  Allow the various bible study, koran reciting, moonie chanting and put them under the subject of the humanities.  Allow reference materials, disallow active recruiting.

As a trade off, no specific references to anyone's particular denomination in any of the various commencement speeches, or if one is to be included, then a followup of equal time given to every other desirous participant.

Stop allowing the teachers to become the victims of their students.

Return to the gospel of Civic Virtue.  Teach the student to become citizens and shut the hell up about their music, clothing and celebrity worship. 

Stop being omnidirectional assholes by suspending students for message t shirts (and march every one of the administrators whose lives are so meaningless that they strain over this gnat into a rubber room for observation) while kids are so damned ignorant that they are still getting pregnant at 14.

Get away from the idea that the schools are the parents of the children instead of the instructors.

Get away from the idea that every child is educable.  They arent.  Or rather, they are, but at such expense and trouble that it would prevent 30 other kids from doing it.

Trade schools, Artisan Apprenticeships and the like have been with us since the beginning of civilization for a reason.   Magnet Schools can work for non academically inclined students as well.

Take the internal politics out of the administration.

Area representatives should be required by charter to also be the leaders in community based fund raising.

Our grandmothers didnt have all those damned bake sales for no reason after all.

There werent disney films about the donors to high school sports programs because that was entertaining fiction.

The damned School Board spends most of its time on the collective fat asses of the elected officials, when they should have their useless carcasses out there leading the car washes, Junior Achievement Sales, Arts and Crafts Fundraisers and after school job cooperations with the local companies.

Come on, give me a break.

We can do a hell of a lot better than we presently are, without huge increases in funding, but rather some damned leadership.

It goes without saying that teacher's salaries need raised.  They always have, they always will.

But there are just as many over educated, underemployed 20-30 somethings with the same levels of attainments that made our GI grandmother generation of teachers so stellar that they could do the same job.

Of course, the environment would have to be made friendly to them.  No screaming matches about creationism, allow a little lattitude for clothing and etc.  Maybe the occasional cheap espresso machine in the cafeteria.

The point is, the duval county school board is all sitting around waiting for some 'funding' to be granted on the basis of the most self righteous prognostication, while posturing on the board and occasionally making outbursts about the sad declamatory state of the educational system.

Sanctimony obliges itself to no one.

Also schools have enormous abilities to implement self funding opportunities as well.  They used to.

It seems like they just stopped.

Frequent them, obviously ---if appropriate.

Other than that, provide a good environment for business, clean up their streets and neighborhoods, and make sure they have a safe city to live and work in.

If the money is already set aside and therefore avilable why is nothing done?  There must be reasons the current administration does not want to use this set aside money...

I love it... got a ticket a couple months ago... grrrrr.  Do these meters not generate revenue?  Or is the revenue eaten up by enforcement and administration?

Extensive dredging will undoubtedly be required.  You will be fighting the environmentalists...

This may be better accomplished by making all JTA Administrators use the system to get where they need to during working hours.  They would get an up close and personal feel for progress or lack thereof...

The reason the 100 million dollars is still lying around is because of the initiation of the Bus Rapid Transit system.

Given a hundred million dollars, the JTA for reasons entirely unclear decided to build a seperate expressway system with flying overpasses etc overlaying our regular street grid that would be for buses only.

The total system, which will cost more than a billion dollars and take thirty years to implement was the first choice of the JTA, rather than much less expensive and far more efficient rail.

The reason it is still available has a lot to do with the efforts of Ennis Davis and the multiple exposes of the metrojacksonville group to stop or delay implementation of the BRT.

Parking enforcement generates no revenue for the city, and since the beginning of this website has closed no fewer than 20 small businesses downtown, leading to a net loss in sales and taxes.


And there are environmentally sensitive ways to dredge.

The our way or the highway approach of previous JPA proposals has shut down real discussion on this.
