A while back (including in the Downtown Frankenstein series), a couple of posters noted that extensive road work in the Hemming Plaza area in the mid-80s accelerated the death of the retail district.
My understanding was that Hemming was converted to a plaza in 1978, in accordance with the '71 plan. What further work was being undertaken in 1984-86?
