Police have arrested a 55-year-old man accused of soliciting an officer for sex at a Westside park.

Police said they were conducting a lewdness investigation at Tilley Fowler City Park last Tuesday, and as two detectives were approaching the men's public restroom, Curtis Lee was walking out.

Lee made eye contact with one detective and nodded as he walked by, according to a police report.

A few minutes later as one detective walked out of the restroom, Lee came to the door, went in the restroom and approached the urinal stall next to the other detective, according to the report. Once there, he began looking over the divider to try to see the detective's private parts, according to the report.

Police said Lee and the detective then left the restroom and began walking down a trail inside the park, and during the ensuing conversation, Lee offered to perform oral sex on the detective.

Lee was arrested and booked into the Duval County Jail.

not a good week for Concerned Taxpayers  is it.

First one of them shoots the headmistress of Episcopal, now the president gets arrested for offering a blow job.

I ride mountain bike out there a lot, these guys are always trolling the park.  The city knows it's an issue and they have actually done a pretty good job at reducing their presense over the last year or two.

I think looking over stalls at people's junk is frowned upon either way.  There is a time and place for that sort of thing, and it's not in a playground bathroom at a public park.

The Concerned Taxpayers of Duval Co. (CTDC) and Curtis Lee, one of its directors and Chair of the Public Employee Compensation Committee, filed an amended complaint on August 23, against the City of Jacksonville, and the Jacksonville Police & Fire Pension Fund (PFPF).

The lawsuit and amended complaint, among other things, allege that all existing agreements between the City and the PFPF, as well as proposed legislation that was presented by former Mayor Peyton and which is still pending before City Council, were negotiated in violation of state labor law, and state Sunshine Law, and are therefore void. The Lawsuit also seeks to enjoin future violations. The agreements at issue provide generous pension benefits to persons employed and formerly employed by the Jacksonville Sheriffs’ Office and the Jacksonville Fire & Rescue Department. These pension benefits have been in the news in recent years, as they are very costly to taxpayers, and because the PFPF has approximately a $1 billion funding deficit.

Mr. Lee stated as follows: “The City and PFPF are badly mismanaging the public pensions resulting in huge costs to City taxpayers. Currently, public pensions cost each Jacksonville resident more than $150 per year, and this cost keeps escalating. It is our goal that this lawsuit will assist in causing a fundamental reconsideration of a broken pension system.”
Joe Andrews, Vice President of CTDC adds, “For years the PFPF and City engaged in clandestine negotiations in violation of State Sunshine and Labor laws. The consequence of these illegal agreements is an unsustainable liability to Taxpayers. Had these negotiations been conducted in accordance to the law, it is doubtless that the results would have been more favorable to Taxpayers.”

The head of school, Dale Regan, a onetime English teacher, hugged children in the hallways and was in the habit of handing out river stones with messages — love, hope, patience — for those grappling with a problem. Stately, without pretension, the school grounds — with rambling athletic fields, a student center and theater — doubled as a second home to the students.

That sense of tranquil tradition was shattered on Tuesday, when Shane Schumerth, a Spanish teacher who had been fired that morning, returned to the head of school’s office, pulled an AK-47 assault rifle from a guitar case and killed Ms. Regan and himself. In the aftermath, no one has been able to explain the violent actions of the shy 28-year-old teacher who grew up in small-town Indiana, attended a prep school where his father taught and was part of a large, loving, intellectually curious and socially conscious family.

“He always seemed to be very passionately dedicated to education,” said John Winkler, the president of Concerned Taxpayers of Duval County, a watchdog group whose meetings Mr. Schumerth attended off and on. “I never saw any signs of this. I never heard a word about the Second Amendment, never had any indication whatsoever that he had any interest in any kind of firearms. There is some serious psychological problem that we just weren’t aware of. It’s fair to think a lot of this developed fairly recently.”

IT IS straight people.  Almost all of the men busted in stings like this are married closeted men.  All the gays are fagging out at The Metro. (No relation to this website.)

I just don't think that it would have ended in an arrest if the concerned taxpayer were a female.

Perhaps if she were also asking for cash, because its prostitution.

But its hard to tell in this case if the problem was that Curtis Lee was asking for sex or whether he was demanding that the cops lose their pensions.

Are the Concerned Taxpayers of Duval County concerned if our taxpayer-supported public parks are being used for a tearoom or cottage trade?  Just being snarky, now.  As for Mr. Lee, I believe that he is innocent until proven guilty in a court of law.  I wonder, however, if Mr. Lee read about the First Coast News anchor who was forced to leave town in shame because of his behavior in this same park...

I think the peeping tom aspect of trying to see the detective's genitals over the bathroom stall is much, much worse than offering oral sex.

same thing happens in boone park, its everywhere, but I would rather have JSO go after people with assault rifles in schools than worry about 2 dudes getting it on in the park.

I thought that the police cleaned out Boone Park.  I guess that it is bound to start up again.  The police attention and activity seems to be a poor deterrent for those who are looking for anonymous action.  I say this because these police crackdowns may stamp it out in one location but will send the others looking to other parts of town.  I remember reading one of Stephen Dare's writings about how some parts of Jacksonville (e.g. the Windsor Hotel) were parts of the city's early gay culture.
