Property tax "reform"

This property tax issue is pretty darn huge.  Special session coming up and the back-room negotation is in full swing.  

I think most would agree, when presented with hard data, that Jacksonville's public spending is dwarved by of Duval's comparable counties in Central and South Florida.

These "one-size fits all" mandated cuts from Tallahassee will take a massive bite out of an already quite lean budget.  Say good-bye to public service grants, many hours of open libraries, acres of park maintenance, and much more, if the cuts contemplated reach fruition.

What does that mean for downtown?  Perhaps less police?  A cut to Downtown Vision's budget perhaps?  Less park maintenance (which isn't really isn't all that hot as is)?  Reduced hours for Main Library?  Forget about lighting Laura Street.  

The city could be living with the ramifications made in the next 10-15 days for the next 10-15 years...

When the city is no longer funding the Sulzbacher Center....

What the hell is going to happen to downtown?

We went on a bike ride down the northbank riverwalk to five points, and the entire pathway is dotted with camps and sleeping people.

Unlike the Hemming Park phenomenon, all of the homeless along the riverwalk seemed to be of the nicer and better groomed type (amazing what access to a bathroom will do for people, huh?>), but it was full nonetheless.

How deeply will the cutbacks effect our ability to serve these people and keep them off of the streets?

downtown is full of portable restaurants at night.

hot dog stands, nacho carts, and now "The Chicken Lady"

She has a big shiny stainless steel truck and drives around to all the nightclubs.

She parks a while and sells food to people who line up for a block for something to eat downtown.

too bad real restaurants cant stay open.

This seems like more of a reason for the city to step away from the real estate developer game and let the private sector have a little more control on what happens with the downtown landscape.  This can be done by easing codes and resolving permitting issues that continue to drag the pace of downtown development down, compared to the suburbs.

There's also a need to get more innovative.  You don't always have to spend millions to establish and promote vibrancy.  Sometimes you can achieve more at a faster pace, by using common sense and limited funds.  With the tax reform issue, we may finally be forced to think that way.

As for Lighting Laura, downtown signage, etc., those are relatively inexpensive things that will go along way in improving the downtown core, morso than creating pocket parks and moving others will ever do.  For example, if the Mayor's Office scraps the idea of moving Kids Kampus and sell off a couple of excess public owned downtown properties to the private sector, the funds gained and saved from such transactions would easy fund affordable improvements, such as better signage and lighting (which also help reduce the need for additional cops in the core).  

However, if you're in the business of looking for press release with every project, then the little things like signage (that really go along way), than the small ticket items may never be a priority, regardless of the city's budget condition.

Have you seen these articles?  
I’m sharing these links with you—friends and colleagues—because I am concerned that, while the idea of property tax relief sounds great, I wonder if we really understand what it means.  

For those of us who have lived in Jacksonville for the past several years, we’ve been energized by the positive growth of a city on the rise.  Chances are, you play a part in that growth.  

Just think:  who would have imagined 10 years ago that Jacksonville would be elevated to first-tier status worthy of hosting a Super Bowl?  Certainly this would not have happened if we hadn’t achieved the infrastructure and quality of life improvements that all of us enjoy today.  

This will likely change if one of the current versions of property tax reform is approved.  Basic services will be reduced including library access, services to vulnerable people, crime prevention initiatives, economic development efforts which help bring higher wage jobs to the city, and arts and culture which in Jacksonville has successfully spurred downtown development, attracted tourists and positively impacted learning and literacy along with a host of other dynamic quality of life indicators.  This is because Duval County is being asked to bear a much heavier burden than communities in South Florida.

The members of our Duval Delegation need to hear from us right now so that they can harness our concerns and share them with the Governor and State legislators. If we do not speak up for ourselves, we will once again go to the back of the line while other Florida cities flourish in the phenomenal growth of our state.

The back of this page has contact information for the Duval Delegation and for Speaker of the House Mark Rubio and Governor Charlie Crist.  I am asking you to call these State leaders and to e-mail them with your simple message of concern.  That message might read or sound something like this:

If you’d like to write a letter detailing what these issues mean to you, you can get more contact information by going online to www.flca.net .  Click on the big A; in the next screen click on Advocacy and then scroll down to number 2 under section 1.  Select Duval County, and everything you need will be right there!

This effort will take all of us working together!

  Hi.  I am calling to register my deep concern about property tax reform.  Cuts in our property taxes will irreparably harm the quality of life standards that we have worked so hard to implement in Duval County.  I am very concerned about the State’s intrusion into local government and its capacity to meet the needs of our own citizens.  I do not favor tax reforms being proposed at this time, and I urge [legislator’s name] to consider that Duval County’s millage rate is already among the lowest in Florida.  I am counting on this office to think creatively about solutions that will not diminish the quality of life of Northeast Florida.

No one knows except Jim Webb.

We don't know either as the tech administrator for metjax is a different person....its possible that the server is just experiencing problems, as it has several times in the past.

Jim Webb, the actual owner of the Domain Name for metjax (which is seperate from metrojacksonville) and etc has been in transit from the carolinas moving back here to area.

I spoke with our longtime mutual friend yesterday and she told me that Jim had just been in to see her, He and the boys are all safe and sound, but that he'd had a time getting his connections up and running.

If any technical issues have happened on the site, (as is rather likely) then the person with the technical know how to fix them might still be incommunicado.

Its also possible that Jim is installing the long awaited upgrades and new modules that he was working on for the site, in which case the site might be down for 24-48 hours as they get installed.

But its just as much a mystery to us as to anyone.

MetJax down

Jim who hosts the MetJax site is in the process of relocating to Jacksonville.  His wife is still on active military duty and may be redeployed to Iraq.  When I last spoke with Jim, the plan was that he and the children would find a place and go ahead and move back to Jacksonville.  A couple of explanations are possible at this point.  First, you may remember the site went down two full days last month and was then sporadic for a couple more days until it was up and running.  It could be a glitch in that system.  The site came back up on it's own last time.  It may happen that way again.  Besides the MetJax site,  Jim owns another very busy, sizable site with something in the order of 10,000 members if I am remembering correctly.  It could be that he needed to temporarily take both sites down in order to make the move, or it is possible that while preparing the sites for the changes to come, they crashed and he doesn't have the time to deal with it right now.  I am trying to find out exactly what is up.  If  I do I will share the info.  I just think this is a glitch with the server.  We should know soon enough.  It is interesting to note however that there has been discussion and past concern with regard to potential efforts to derail MetJax.  It will take Jim to work that out.

I seriously doubt it is anything other than what has been indicated by Stephen and myself.  Jim is in the middle of so much, this issue of site difficulties may have to wait on him.  If we are lucky it will resolve itself and be up and running soon.

According to Jim,  there have been some glitches on MetJax in the past that seemed a little odd.  I know he was looking into it.  There was  another issue of an abuse of the MetJax site,  Jim shared with me which Jim has filed a complaint about.  Conspiracy, naw.  Attempting to stir up trouble?  Looks like it.  Jim has it under control though.

RE: Property Tax Legislation

On the evening news two of the legislators who will be voting on the tax legislation, Terry Fields and Wise both went on record to say that they felt the Mayor has greatly "overstated"  the potential financial impact on Jacksonville by this legislation.  They were unsure why he was making such dire predictions about a legislation that has several different proposals under discussion.  They also stated that they felt Jacksonville would have no difficulty dealing with the legislation and should be able to absorb the changes readily without alot of problem.

Quite a different view from two individuals in the middle of the mix.

To MetJaxers visiting for the first time

Welcome to metrojacksonville.com!

Take a look around the site, check out the articles and the studies.  Many of them, especially the early ones came out of the work we all started doing at metjax.

You will, I think, be pleasantly surprised at the level of quality and vision in a number of the proposed solutions.

This site is somewhat different than the forum boards, although you will find that posting comments is even easier.

But registering has cooler benefits, including the updates and emails, and a few other functions.

MetroJacksonville is very focused on making the city a better place, and the articles posted are serious, backed up by field investigation, research and roundtable discussions with experts and pioneers in the field---and that will obviously remain our focus.

However, don't fear posting in the open discussion forums, as that is one of the ways that we distill big vague ideas into the studies and investigative exposes which you will discover all over the site.

We ask that posts be pertinent to our city or national and international trends in urban life which we could learn from as we recreate the city of jacksonville into a better more liveable and vibrant place.

Again, thanks for coming on over, glad to finally have you aboard to see what weve actually been up to with all this.

This is crazy, can't Wait till MetJax is up again, I'm going in circles here!

Auntie Em, Uncle Henry, Toto, it's a twister, it's a twister! No Met-Jax forums, this is just horrible. I haven't seen anything like this since that Anita Bryant concert. Now the whole web has fallen into unconsciousness, just like Bush, Crist, Peyton and Blaylock! Maybe computer's just aren't my game. I know! Let's have a spelling contest! Looks like I picked the wrong week to quit methamphetamine's! Crazy in Coral Springs.

Stephen have been in touch with light rail groups, we should have some blistering  BRT vs LRT numbers to share after some "Amtrak business."

MetJax Update

Hey guys,

According to Ennis this morning.  Jim is working on it, but having trouble getting the site reconnected to the net.  There is also talk about connecting these two sites in order to keep someone available 24/7 in case stuff like this happens.  Stephen can tell everyone about that.

I was starting to worry, you guys. Thanks for the info, Diane. It has been frustrating not to be able to see what people were talking about, but I'm glad there is this venue to keep things straight. Any moderators and admin, please keep us posted on MetJax and when the kinks will be straightened.  Thanks!

Answer for MetJax

Okay Troops,  

I have worked backwards through this situation with MetJax Hosts and servers to find an answer to the missing forum we know and love.  MetJax is still active with it's current hosting site through 5/2008.  There are two servers that are being used for Jim's forums.  Both servers are with the same company.  Both servers are currently "not working". The company is in the throws of reworking their entire system to expand its capabilities.  According to their online information the installation and upgrade is only partially complete.  They are still working on several other aspects and do not give an estimated completion date for that work.  Right now according to what they are saying, Jim cannot do anything until their installation is complete.  He will then need to interface with them at that time.  So, part of the mystery is solved.  We need to wait it out for a few more days at least.  I will continue to check up on it.
