Peyton Lies for a Political Appointee? Print E-mail

This is a long report because there is a lot at stake.  And as the mayor kicks into high-gear for damage control, we can only expect more smoke and mirrors.

Today we'll start with just the facts.

The Facts

  • In September of last year, Mike Saylor vacated the Planning Director position for the City of Jacksonville.  
  • Mayor Peyton then appointed Brad Thoburn (from a political position in his cabinet) to Interim Planning Director until a qualified replacement could be found.
  • According to Sec 30.101of the city's Ordinance Code, the position of Planning Director for the City of Jacksonville requires the successful candidate to "have a Masters Degree in Public Administration, Urban Planning or a Related Field or have 10 Years Professional & Admin Experience in a Managerial Capacity, at least 5 of which are in an Urban Planning Agcy or Organization."
  • Brad Thoburn received an immediate $8,000 raise as a reward for his temporary assignment.
  • Brad Thoburn has no planning experience other than that of the last 3 months as Interim Planning Director. 
  • Brad Thoburn's degree in Political Science and his experience working on one of Tillie Fowler's political campaigns helped him get hired with the City of Jacksonville in 1998.  
  • From September of last year, even up until now, never could we find the open position for Planning Director posted on the city's online job database.
  • On December 11th of last year, when interviewed by the Jacksonville Business Journal, Peyton said in regards to a search for a new Planning Director that, "We are doing a national search to fill that position."   Peyton then went on to hint that he may consider Thoburn for the job though because he is "smart as a whip".  But not to be misunderstood, Peyton then ended his response with " We owe the department the chance to see what's out there. Should Brad be chosen, he will be up against the best group of candidates we can find."
  • On January 1st of this year (just 3 weeks after his comments to the JBJ), Peyton announced that he was appointing Thoburn as permanent Planning Director.   
  • When a public records request was submitted to City Hall for any and all information related to other interviewed candidates (other than Thoburn) for the Planning Director position, Susie Wiles, the Mayor's spokesperson wrote us, " No other candidates were interviewed for the position…"
  • Because of Thoburn's lack of planning education and experience, Ordinance 2007-0021 was introduced by the Mayor's Office to City Council last night.  This ordinance proposes to waive the requirements of Sec 30.101, Ord Code (listed above) in order that Brad Thoburn can be named the permanent Planning Director.
  • In seeking to seemingly waive all requirements that require the city's Planning Director to actually have planning experience, Ordinance 2007-0021 also contains wording that proposes to back-date Thoburn's title of permanent Planning Director to October of 2006.  If successful, this move would more than likely mean a back-dated pay increase for Thoburn – in addition to the $8,000 increase he was given in October.
  • When we spoke to Susie Wiles today and confronted her on Peyton's seeming lie to the public in regards to a search to fill the Planning Director position, she said, "That's certainly one way to look at it…"   Wiles then went on to say that Allan Mosley had a say in the decision to not look at any other candidates and she wasn't sure when that decision was made, but that the mayor trusted Mosley's decision.

Mayor's staffer

Folks,
I'd like to clarify a couple of points made by "Willie" in the post of January 10th about Brad Thoburn. First, while Brad worked in Tillie's Fowler's Congressional campaign in 1992, the important fact  is, I think, that he distinguished himself by achieving much in her House of Representatives legislative office earning many promotions and the responsibility for drafting federal legisation on growth and transportation policy. (Not just a campign staffer, I'd say.)  Next, the Mayor dos not have a "cabinet" (as referenced in bullet 2)and Brad certainly did not hold any political position.  Rather, he was a substantive policy advisor to the Mayor and the staffer called upon to manage complex and difficult projects.  Think, for example, about the re-write and re-financing plan for the Better Jacksonville Plan road program.  Next, as the public records I provided to Kevin C. clearly illustrate, the planing director posting on the website, the Times Union and other outlets was available to be reviewed.  Lastly, Kevin Conner (and now apparenty "Willie") wish to call a change of decision based on additional facts a "lie".  While I did, indeed state that this is "one way to look at it" I believe that an executive has every perogative and reason to change a preliminary decision when it is in the best interest.

Hope this helps to clarify a few notes in the blog.

I just wanted to personally thank you for that explanation. Although it makes no sense, does not address the basic issue of lack of specific qualifications, is totally vacuous and duplicitous, and is just an attempt to obfuscate instead of enlighten....oh well, I feel so much better now, thank you, I look forward to great things from the office of City Planner. BTW, I am a real nice guy too. Can I have a crack at the job?  Sure could use the $$145K$$ !! (Will work on Peyton's campaign for free then)

Seriously, this is disgusting. Why would someone who is literally completely underqualified for this position even be considered for the job? I couldn't care less about what the mayor thinks about this guy, he doesn't meet qualifications. But the worst thing is that he would actually try to change the rules for this guy. This is the most insulting thing Peyton has done yet, and i no longer have any confidence in him whatsoever. This whole situation is a joke and i am ashamed for the great city we live in.

City ordinances

The City Council should be disbanded and city ordinances should be replaced with Mayoral Signing Statements. That way the important work of the City can be completed without the interference of the public, who does not know the whole story. As a matter of fact, the entire country should be run that way. Oh... sorry, it already is! Never mind.

Most of Peytons appointees are disappointments....They do a nationwide search and low and behold the best qualified candidate is found under the Mayors desk....go figure!

BTW, I just love how Susie Wiles starts off her letter with the salutation "Folks". It just adds such a warm hometown touch. It positively makes me feel like I am a member of her AND the mayor's family. You know, they just want to do what's best for folks of Jacksonville.

Sigh...

Instead of posting a message trying obfuscate/divert the problem, Susie, you should inform the Mayor that appointing Thoburn's is not a good idea.  Political damage has not been done *yet*.  If the Mayor actually appoints a qualified candidate, this issue will cease to be an issue.

Just something to think about.  No one who reads this post and then reads your message is going to believe that your writing is anything but political PR spin.  Either you have a say and can convince the mayor to do the right thing, or you're just a lackey who only cares about getting paid.

Folks....

You know, sometimes I have to laugh when I see things like this.... as this is afterall politics isn't it?  Why should we expect anything but cronyism?  Peyton's got no real competition in the upcoming election, he can do what he wants.  Its politics pure and simple.  Our city's mayorship is just a step on Johnny Boy's political ladder.  Why would he not want to reward one of his closest 'confidants' with this appointment?  It makes perfect sense to me, but I'm a bit of a cynic, particularly when it comes to politics and politicians.  "You're doing a heck of a job Susie" Peyton to his spin doctor after reading her post.........Downtown deveolpment in Jacksonville is a joke anyway!
